Katumba: Government Recruitment to Require Public Service Clearance in FY2026/27.

The Minister of Public Service, Gen. Katumba Wamala, has announced that recruitment of government workers during the 2026/27 financial year will only be undertaken after obtaining clearance from the Ministry of Public Service.
Speaking to reporters in Kampala on Thursday, Katumba said all recruitment must be supported by confirmed wage availability and vacancies on the approved government establishment before appointments are made.
He warned that any recruitment carried out without the ministry’s authorization will not be recognised for payroll processing.
According to the minister, the new directive is intended to eliminate unauthorized recruitment, prevent wage shortfalls and protect government from incurring unplanned financial obligations.
Katumba also disclosed that the government has allocated Shs9.708 trillion for the public service wage bill in the 2026/27 financial year, an increase from Shs8.621 trillion in the previous financial year.
He said the additional funding will support the payment of existing public servants, facilitate recruitment into critical positions and finance the government’s phased salary enhancement programme for selected categories of public officers.
The directive comes as the government begins implementing the new public service salary structure for the 2026/27 financial year, with ministries, departments, agencies and local governments expected to comply with the recruitment guidelines before filling vacant positions.
