IGG Orders Interdiction of Chris Obore, Six Senior Parliament Officials Over Alleged Corruption

The Inspector General of Government (IGG), Justice Aisha Naluzze Batala, has directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict seven senior parliamentary officials who are currently facing corruption-related charges before the Anti-Corruption Court.

The officials named in the directive include Director of Communications and Public Affairs Chris Ariko Obore, Director of Human Resource Adilo Daniel, Principal Research Officer Rajab Kaaya Ssemalulu, Principal Protocol Officer Okwi Emmanuel Emuron, Capacity Development Officer Otebata Vincent, Executive Secretary in the Office of the Speaker Okema Leonard, and Office Supervisor in the Office of the Sergeant-at-Arms Itute Stella.

The seven officials, who are currently on remand at Luzira Prison, were arraigned before the Anti-Corruption Court on July 1, 2026. They face charges of embezzlement and causing financial loss. The criminal proceedings remain ongoing.

In the directive, the IGG cited constitutional and statutory provisions empowering the Inspectorate to issue orders necessary to protect the public interest. The Inspectorate referenced Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act, arguing that the officials should step aside from exercising public authority while their cases are pending before court.

“The Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances,” the Inspectorate stated.

In a statement issued on July 31, 2026, the Inspectorate said the interdiction directive reflects its commitment to safeguarding the integrity of public institutions while ensuring due process is respected throughout the judicial process.

The accused officials remain presumed innocent unless and until proven guilty in a court of law
