The Building Control (Amendment) Act, 2025 introduces stronger penalties for illegal construction and streamlines building approval processes.

H.E President Museveni has assented to three Bills passed by Parliament in 2025.
According to a State House statement issued on X on Thursday, February 19, 2026, the signed laws are the Building Control (Amendment) Act, 2025, the Mortgage Refinance Institutions Act, 2025, and the Valuation Act, 2025.

The Bill was passed during the plenary sitting of Tuesday, September 3, 2025, chaired by Speaker Anita Among.


The law redefines the composition and powers of the National Building Review Board, reforms procedures for building and occupation permits, and regulates the use of unconventional construction technologies.

Among the key changes is an increase in penalties for constructing without valid permits.

Offenders will face up to five years’ imprisonment and a fine of two currency points—equivalent to Shs40,000—for each square metre of the built-up area.

Meanwhile, the Mortgage Refinance Institutions Act, 2025 empowers the Bank of Uganda to regulate mortgage refinance institutions and oversee operations within the sector.

The Act provides for the establishment and regulation of mortgage refinancing institutions, outlines the functions of the central bank in relation to mortgage refinance business, and sets provisions for corrective actions and liquidation where necessary.

The Valuation Act, 2025 establishes the Institute of Certified Valuers of Uganda, sets professional standards for valuers, and strengthens the Office of the Chief Government Valuer (CGV).

Key clauses were amended to prevent abuse and enhance transparency in valuation practices.
