Museveni Taps Muyingo to Lead Education Ministry as Janet Museveni Remains Off Duty.

President Yoweri Kaguta Museveni has designated State Minister for Higher Education, John Chrysostom Muyingo, to serve as Acting Minister of Education and Sports, temporarily taking charge of the ministry during the continued absence of First Lady Janet Kataaha Museveni.
The appointment, announced by the Presidency on Thursday, takes effect immediately and entrusts Muyingo with leadership of one of Uganda’s most significant ministries while the First Lady remains away from official duties as she recovers from illness.
According to a statement issued by the Presidency, the President exercised his constitutional authority under Article 99(1) of the Constitution to appoint Muyingo as Acting Minister of Education and Sports until the substantive minister resumes office.
The decision follows increasing public attention regarding Janet Museveni’s health after she missed several government engagements over recent months.
Although she retained her position as Minister of Education and Sports during the recent Cabinet reshuffle, she has yet to return to active service.
Her absence from the Parliamentary Appointments Committee vetting process and the swearing-in ceremony for newly appointed ministers fueled speculation about her condition.
President Museveni addressed the matter publicly on Wednesday, revealing that the First Lady had been seriously ill since March. In a message celebrating her 78th birthday, he disclosed that she had battled a critical health condition but had since recovered.
“She became critically ill in March but, by the grace of God, overcame it,” the President stated.
While details of the illness were not disclosed, the President’s remarks helped explain her prolonged absence from public and official functions.
Janet Museveni has headed the Education and Sports Ministry since 2016 and remains one of the government’s most influential figures. During her tenure, the sector has undergone several reforms aimed at expanding access to education and enhancing vocational training.
Muyingo’s appointment is expected to maintain stability and continuity within the ministry as it advances key education programmes, policy initiatives, and reforms affecting schools, universities, and sports administration across the country.
A veteran educator, legislator, and administrator, Muyingo has served as State Minister for Higher Education for many years.
He is widely respected for his experience and has played a pivotal role in shaping higher education policy and overseeing reforms in universities and tertiary institutions.
The appointment forms part of a broader effort by President Museveni to ensure uninterrupted government operations in ministries facing temporary leadership vacancies.
Earlier this week, he also appointed State Minister for Microfinance Haruna Kasolo Kyeyune as Acting Minister of Foreign Affairs.
As discussions continue regarding outstanding Cabinet appointments, attention within the education sector is expected to remain focused on Janet Museveni’s health and eventual return.
In the meantime, Muyingo will provide interim leadership during a crucial period for Uganda’s education system
