James Small Chemutai Hands Over as Deputy RCC Soroti City West, Kyomya James Takes Over

James Small Chemutai has officially handed over office as Deputy Resident City Commissioner (RCC) for Soroti City West Division following his transfer to Kumi District, where he will now serve as Deputy Resident District Commissioner (RDC).
Chemutai handed over office to Kyomya James, the former Deputy RDC for Kumi District, during a ceremony attended by Soroti City Resident City Commissioner John Michael Okurut, members of the District Security Committee, technical officials, cultural leaders, and other key stakeholders.
Speaking during the handover, RCC John Michael Okurut described Chemutai as a committed, disciplined, and passionate public servant who played a key role in promoting government programs and improving service delivery in Soroti City West.
“Chemutai has been a committed cadre, a timekeeper, and a man who was very passionate about service delivery. Soroti City will miss him, but government deployments are part of public service,” Okurut said.
He also welcomed Kyomya James to Soroti City West, assuring him of the office’s full support as he begins his new assignment.
In his acceptance speech, Kyomya pledged to build on the foundation laid by his predecessor, saying he would continue implementing government programs aimed at improving the livelihoods of the people.
“Where my brother James Small Chemutai has stopped is where I am going to begin. The people of Soroti City West should expect even better service,” Kyomya said.
He emphasized teamwork, saying he would work closely with political leaders, technical officers, security agencies, cultural institutions, the media, and the community to enhance service delivery.
Kyomya said his priorities include mobilizing communities to benefit from government wealth-creation initiatives such as the Parish Development Model (PDM) and other socio-economic transformation programmes.
He also vowed to intensify the fight against corruption, describing it as one of the biggest obstacles to effective service delivery.
“This is a time for fighting corruption and fighting poverty. Every stakeholder must be involved to ensure our people benefit from government programmes,” he said.
The new Deputy RCC announced plans to conduct community meetings and engage the media to increase public awareness about government initiatives and encourage greater participation.
Kyomya further pledged to strengthen cooperation with cultural leaders in the Teso sub-region, saying partnerships with all stakeholders would be essential in delivering quality services to the people.
The handover exercise included the formal transfer of office files and briefing documents outlining ongoing government programmes and administrative responsibilities in Soroti City West Division.
Chemutai now assumes his new role as Deputy RDC for Kumi District, while Kyomya officially begins his duties as Deputy RCC for Soroti City West Division.
