President Yoweri Museveni has called on leaders of the National Resistance Movement (NRM) to prioritize wealth creation, accountability and effective supervision of government programs.
Museveni, who also serves as National Chairman of the NRM, made the remarks during a meeting with district, city, municipality and division chairpersons at State House Entebbe. He congratulated them on their victory in the recently concluded elections, noting what he described as increased national cohesion compared to previous electoral cycles.
The President attributed the unity to what he termed “okukyenura” — responsive leadership that addresses citizens’ needs — citing improved security and stabilization of essential commodities in the early years of NRM governance.
He said emerging challenges such as household poverty prompted interventions including sub-county revolving funds, the National Agricultural Advisory Services (NAADS), and later the Parish Development Model (PDM) to integrate more Ugandans into the money economy. Museveni urged party leaders to closely monitor the implementation of PDM, noting that it was performing well in some districts and would receive additional funding.
On education, he defended the introduction of free education but expressed concern over alleged sabotage by some teachers and weak oversight by local leaders.
He also warned against corruption in District Service Commissions, land grabbing and theft of medicines.
Museveni emphasized agriculture as the backbone of job creation, supported by manufacturing and services, and pledged continued support to the private sector through affordable financing from the Uganda Development Bank.
NRM Deputy Secretary General Rose Namayanja congratulated the President on what she described as a landslide victory.
Gulu District NRM Chairperson Christopher Ochen and Mukono Municipality Chairperson JB Wamala Ssalongo called for greater representation of local leaders in party structures to strengthen supervision of government programs.
