Former Serere LCV Candidate Opio Linos Seeks CDF Intervention in Fight Against Corruption In Local governments.

Former Secretary for Finance in Serere District Local Government, Opio Linos, has called upon Muhoozi Kainerugaba, the Chief of Defence Forces (CDF) and chairman of the Patriotic League of Uganda (PLU), to take a keen interest in fighting corruption in local governments and to stamp it out completely when he eventually takes over leadership from President Yoweri Museveni.
During an interview , Opio Linos said his experience in local government exposed him to widespread corruption among both technical and political leaders, which he said has frustrated development and denied citizens meaningful services.
Opio stated that he is ready to avail his expertise and knowledge of local government dirty deslings , corruption, and all tactics technical staff use to swindle resources to Gen. Muhoozi Kainerugaba and any government official interested in cleaning up corruption in local governments so that ordinary voters can fully benefit from government programs and resources.
According to Opio, many well-intended government programs and resources are swindled by technical staff who have allegedly amassed wealth through corrupt practices.
He claimed that some officials have become untouchable kingpins who frustrate anyone attempting to work genuinely for the people.
He further argued that Gen. Muhoozi appears to possess the political will to fight corruption, citing what he described as discipline and accountability within the army under his leadership.
Opio noted that despite substantial efforts and funding from the central government, corruption and impunity at district level remain rampant, with existing directives failing to produce meaningful impact.
Opio also criticized investigations conducted by the Auditor General and other government agencies, saying they are often too shallow to uncover how heads of departments allegedly manipulate systems, frustrate monitoring processes, and evade proper accountability.
“For instance, a simple review of supply number records can reveal how some district workers draw huge sums of money that are either poorly accounted for or not accounted for at all, yet investigators fail to reach such conclusions,” he said.
He further observed that many cases investigated by the State House Anti-Corruption Unit end with interdictions but rarely result in successful prosecutions and convictions.
Opio is now appealing directly to Gen. Muhoozi Kainerugaba, whom he described as a clear option in addressing corruption within local governments across the country
