Alebtong Urged to Consolidate Gains as Museveni Programmes Shift Focus to Sustainability — Lutwama

Alebtong District has been urged to move beyond initial gains from government interventions and focus on sustaining development outcomes as flagship programmes under President Yoweri Museveni continue to deepen their reach across key sectors.

According to Deputy Resident District Commissioner Mathias Lutwama, the district is now entering a critical phase where emphasis must shift from programme rollout to consolidation, productivity and long-term impact at community level.

Lutwama noted that while significant investments have been made in agro-industrialisation, education, healthcare and household income initiatives, the next challenge lies in ensuring that communities fully maximise and sustain the benefits.

He cited the Sh1 billion oil seed processing facility in Apala Sub-county as a key milestone in value addition, saying its long-term success will depend on efficient cooperative management and consistent supply from farmers.

In education, the district’s 76 government-aided primary schools continue to receive about Sh3.3 billion annually in capitation grants, a support system that Lutwama said must now translate into improved learning outcomes alongside rising enrolment.

On wealth creation, the Parish Development Model has so far supported more than 8,000 women and 5,600 youths engaged in agriculture and livestock enterprises. Lutwama said the focus is shifting toward ensuring enterprise sustainability and productivity rather than only access to funds.

He also pointed to improvements in 15 government health facilities across the district, noting that upgraded infrastructure must now be matched with better service delivery efficiency and staffing responsiveness.

Local leaders say coordination across Alebtong’s 725 villages will be crucial in the next phase, as the district seeks to strengthen accountability and ensure that government programmes deliver lasting socio-economic transformation.
