Police have issued a stern warning to head teachers and school administrators against the misuse of examination registration fees collected from learners, saying those found diverting the funds will face arrest and prosecution.

The warning was delivered by Police spokesperson Rusoke Kituuma during a press briefing held at Police Headquarters in Naguru on Monday.

Kituuma expressed concern over recurring cases in which schools collect registration fees from candidates intending to sit national examinations but fail to remit the money to the Uganda National Examinations Board (UNEB).

According to police, such incidents often leave students unable to sit for their examinations despite having fulfilled all financial requirements through their respective schools.

“Our message to school administrators is straightforward: if you collect registration money from candidates, ensure it is submitted to UNEB as required. Misappropriating these funds is a criminal offence,” Kituuma said.

He noted that law enforcement agencies have received numerous complaints from parents and learners who only discover they were never registered after the registration deadlines have passed.

Police say the practice not only amounts to fraud but also jeopardises the educational future of thousands of learners, particularly those sitting the Primary Leaving Examination (PLE), Uganda Certificate of Education (UCE), and Uganda Advanced Certificate of Education (UACE).

Kituuma emphasised that most PLE candidates are children aged between 12 and 13 years, making it especially disturbing when their academic progress is disrupted due to the actions of irresponsible school officials.

“It is unacceptable for anyone to compromise a child’s future after receiving money meant for examination registration. We shall take action against those involved,” he warned.

The police spokesperson said security agencies will closely monitor the ongoing registration exercise and investigate all reported cases of financial misconduct involving examination fees.

He urged parents and guardians to remain vigilant by demanding evidence that registration payments made to schools have been properly processed and submitted to UNEB.

Kituuma reiterated that any school administrator found guilty of diverting candidates’ registration funds would be subjected to criminal prosecution.

“This is a serious warning. Those who misuse examination registration money should know that the law will catch up with them. We shall not tolerate such actions,” he said.

Police have encouraged members of the public to promptly report suspected cases of fraud involving examination registration to the nearest police station.
