Minister Musa Ecweru Orders Immediate Eviction of Car Dealers Operating in Road Reserves.

The State Minister for Transport, Musa Ecweru, has ordered the immediate eviction of car dealers operating within road reserves and pedestrian walkways in Kampala, in a decisive move to restore order and ease traffic congestion.
In a directive issued on Tuesday, March 3, 2026, the Minister announced coordinated compliance operations with the Uganda Police Force targeting the Nakawa, Banda, Kireka, and Bweyogerere corridors, effective immediately.
“I have directed coordinated compliance operations with the Uganda Police Force to restore safety and order along Nakawa, Banda, Kireka and Bweyogerere effective this week,” Ecweru stated.
The enforcement is being carried out in accordance with the Roads Act, 2019, which prohibits unauthorized use of road reserves.
The latest directive follows earlier warnings issued in June 2025 by the Ministry’s Permanent Secretary, Bageya Waiswa, who gave car dealers and car bond operators along the Nakawa–Banda–Kireka stretch of the Kampala-Jinja Highway a 30-day ultimatum to vacate the road reserve.
According to Waiswa, the illegal establishment of car bonds within designated road reserves violates Section 16(1) of the Roads Act, 2019. He noted that the encroachments have worsened traffic congestion, blocked drainage systems, and posed significant safety risks to road users along one of the country’s busiest transport corridors.
Failure to comply, Waiswa warned, would result in forceful eviction and removal of unauthorized structures at the owners’ expense.
“The exercise is critical in restoring the functionality, safety, and integrity of this section of the national road network,” he emphasized.
The crackdown comes amid broader enforcement of trade order regulations that began in Kampala and have since spread to major towns including Mbarara, Masaka, and Mbale, as authorities move to reclaim public spaces and streamline business operations nationwide.
