Soroti District RDC Issues Key Directives to Strengthen Accountability and Project Monitoring

The Resident District Commissioner (RDC) of Soroti District, Hajji Imran Muluga, has called for strengthened coordination, accountability, and information sharing among district departments to enhance service delivery and accelerate government development programmes.

Speaking during a joint Senior Management meeting held today at the district headquarters, Hajji Muluga issued several directives aimed at improving project implementation and oversight across the district.

The meeting was attended by the RDC, District Internal Security Officer (DISO), Chief Administrative Officer (CAO), and Heads of Departments.

Among the key directives issued, the RDC emphasized the need for improved sharing of project profiles among stakeholders, mandatory involvement of his office in all project launches, and enhanced project monitoring beyond commissioning ceremonies.

He further directed departments to submit quarterly project implementation reports and strengthen community sensitization efforts through the Community-Based Services Department.

Hajji Muluga also instructed all Heads of Departments to submit detailed status reports on ongoing district projects for the Financial Year 2025/2026 to facilitate effective monitoring and accountability.

In a move aimed at boosting agricultural productivity and household incomes, the RDC tasked the Acting District Agricultural Officer, Moses Echeku Okello, with supporting at least five model farmers in every sub-county.

The RDC also expressed concern over reports of gratuity-related irregularities and alleged kickbacks within the district administration.

He called for immediate corrective action and urged public officers to uphold integrity and transparency in the execution of their duties.

While appreciating the cooperation exhibited by the district technical team, Hajji Muluga stressed that government remains focused on wealth creation and poverty eradication. He urged officers to remain proactive and committed to implementing development programmes that directly benefit communities.

Earlier, the District Internal Security Officer noted that his office plays a critical oversight role through civil intelligence gathering and the provision of advisory feedback on implementation gaps, particularly in key programmes such as the cattle restocking initiative.

The Chief Administrative Officer, Emmanuel Sempala, emphasized the importance of timely reporting and proper documentation of all district activities.

He directed all departments to submit regular updates to the Communication Officer for consolidation into quarterly district reports and encouraged stronger inter-departmental communication.

The meeting concluded with a renewed commitment from district leaders and technical staff to improve coordination, accountability, and service delivery for the people of Soroti District.
