Tororo Western Division Tables Shs 423 Million Draft budget for FY 2026/2027

The Western Division Council in Tororo has tabled a draft budget of Shs 423,207,059 for the 2026/2027 financial year, covering the period from July 2026 to June 2027.
While presenting the budget before council, division authorities stated that the estimates are in line with Section 82(4) of the Local Government Act, which mandates local governments to submit revenue and expenditure plans for approval.
According to the budget framework, the division projects to generate Shs 337,252,850 in local revenue. Additional funding will come from central government transfers, including an unconditional grant of Shs 36,445,386, an ex-gratia allocation of Shs 8,760,000, and a Discretionary Development Equalization Grant (DDEG) totaling Shs 40,748,823.
Officials noted that the funds will be directed towards improving service delivery and advancing socio-economic transformation within the division. Key priority areas include education, health services, and environmental protection, particularly in urban centres.
The division also plans to invest in completing ongoing projects such as multi-purpose community centres, tree nurseries, and other infrastructure projects to ensure they become fully operational.
Council further indicated that up to 10 percent of the DDEG will be allocated to pre-investment activities, including monitoring and supervision of projects.
In line with recent government policy shifts, the division has phased out direct community funding and adopted the Parish Development Model (PDM) as a strategy to enhance household incomes and promote local economic development.
Leaders emphasized that the proposed budget is intended to ensure orderly and sustainable development, improve livelihoods, and strengthen service delivery across the division.
The draft budget will now undergo further scrutiny and approval by the municipal council before its implementation in the next financial year.
