Butaleja CAO Mike Yoga Warns Headteachers Against Examination Malpractices.

The Chief Administrative Officer for Butaleja District, Mike Yoga, has cautioned headteachers across his area of administration to desist from engaging in examination malpractice and other unethical practices.
Yoga issued the warning on Thursday while addressing headteachers from primary, secondary, and tertiary institutions at Butaleja Secondary School.
He revealed that his office received complaints from the Permanent Secretary in the Ministry of Education and from Uganda National Examinations Board (UNEB), implicating two schools in alleged cheating during the 2025 Primary Leaving Examinations (PLE).
The CAO pledged to work closely with the Butaleja District Education Officer (D.E.O) to thoroughly investigate the matter, warning that stern penalties would be imposed on any individuals found guilty.
Acting Butaleja District Education Officer Sumaya Mwima revealed that Butaleja Integrated Primary School had been cited in the examination malpractice allegations.
She noted that 79 pupils from the school had their PLE results withheld by UNEB pending investigations. Mwima assured stakeholders that her office would take immediate action to address the issue.
During the same meeting, Mr. Charles Nyumba, Chairperson of the Butaleja District Headteachers’ Association, expressed concern over outgoing headteachers who leave behind substantial debts for their successors following recent transfers at the start of the academic year.
In response, Mwima vowed to hold individual headteachers accountable for any financial mismanagement.
Butaleja District Education Inspector Bernard Opendi warned headteachers, school managers, and local politicians against interfering with teacher transfers on grounds of nepotism or political influence.
He emphasized that teacher transfers are conducted fairly and in the best interest of the district.
Opendi further revealed that three teachers are currently under scrutiny for defying official transfers, prompting CAO Yoga to recommend their removal from the government payroll.
Opendi revealed the district’s top performers in the 2025 PLE . He said Maron Learning Centre emerged as the best-performing school, registering 45 pupils in First Grade and five in Division Two. Dube Rock Primary School ranked second with 59 First Grades and 19 in Division Two, while Nampologoma Primary School took third position with 45 First Grades and 34 in Division Two. Lubanga Primary School followed in fourth place with 11 First Grades and 26 in Division Two.
Other notable performers included Hosana Mixed Primary School, Nasinyi Primary School, Nabiganda Primary School, Busaba Preparatory School, Busaba Primary School, Mulagi Integrated Primary School, and Namulo Primary School.
Overall, Butaleja District registered 259 First Grades in the 2025 PLE, marking an improvement compared to previous years, according to education officials.
