Buganda Kingdom Teams Up with Jubilee to Launch Affordable Health Insurance

The Buganda Kingdom has joined forces with Jubilee Life Insurance Uganda to introduce a low-cost health insurance plan aimed at improving community access to basic healthcare.

The scheme, called Tubeere Balamu Yinsuwa (“We Should Be Healthy”), allows members of the public to pay an annual premium of just Shs198,000 to access essential medical services.

Coverage includes treatment for common illnesses such as malaria, typhoid, and respiratory infections, as well as support during hospital admissions. The plan also provides financial protection in cases of serious illness, disability, or death.

Eugine Mutekhele, CEO of Jubilee Life Insurance Uganda, described the initiative as a transformative step that moves communities away from reliance on short-term medical camps toward sustainable healthcare coverage.

“Health issues do not pause when outreach programs end. Families often face tough choices between paying for treatment and meeting daily needs. This plan provides continuous protection, not just temporary relief,” Mutekhele explained.

Citing the 2024 National Housing and Population Census, Mutekhele noted that out of Uganda’s 45 million people, only about 500,000 currently have any form of health insurance. Around 30% of households spend over 40% of their income on healthcare.

He added that only 11% of the population—approximately 4.5 million people—fully understand how insurance works, with coverage mostly concentrated among educated individuals with steady incomes.
